It's possible in fact there's a whole art niche dedicated to digital art with minimalistic tools. The thing is... this niche uses Paint because it's so bare bones and useless that anything made in it is a masterpiece because there are no tools, filters, or anything.
"Impossible" tends to be the word the high calibre digital artists use because they can't get their shinies, reflections, and color masks in Paint. That takes a whole different, but not necessarily better or worse, level of mastery of digital art.
