I'm voting no on 12 because I think that there are better ways to help veterans than with home loans. I'd be more in favor of issuing bonds if the funds were going to fund verterans efforts to achieve graduate or post graduate degrees rather than helping them buy homes.

Interesting. 9 struck me as a bunch of moaning and whining and desire to interfere with the legal system even more.

And jesus christ weren't we supposed to start 1A like 20 years ago? Like, before Blood Alley was fixed up to the nightmare it is today? Hasn't this idea been thrown around since I-5 was put in? Where's my bullet train.

As much as I think the bullet train is a good idea, I just think we could use the money in other areas. Yes, some of it is coming from the government and private parties, but with California into debt up to it's ears and public transportation systems facing cutbacks as well as loads of other agencies, I could see this thing taking until sometime in the next century to build even if it does get approved.

True, but it's either build the train, or rebuild highway 99 in the next 15 years or so to handle the traffic between the Valley, NorCal and SoCal, and they cost about the same (in theory).

It's a program that has existed for decades and is required by its initial established rules to come up for a vote every so often. The bond money isn't paid for by taxpayers. Any veterans who accept the program pay back the loan they receive.

This is not entirely true, the bond measure would appropriate money from the state General Fund to pay off the bonds if loan payments from vets are insufficient to cover the cost of the bond measure.

I'm actually torn on 2.. I see it as a reasonable value, but I'm concerned that it'll make farmers simply move out of state and keep the animals caged up anyway, while removing an industry from California. (obviously an extreme there)

According to the Smartvoter summary, in the 87-year history of the program there has been no cost to voters yet.

You are correct that that's how the law is written, and in this economy there's certainly the risk of foreclosures (though much less so than with the subprimes because these loans aren't evil). Considering the historic trends, I don't feel it's a big enough risk to oppose it. YMMV.
